President Museveni has ordered the Minister of Internal Affairs Gen Abubaker Jeje Odong to liaise with the National Identification Registration Authority – NIRA Board, identify a new executive director of the institution. The position is currently held by Ms Obitre-Gama.
NIRA has for the last two years been facing a backlash in management with in competencies to not only issue identification cards but also replace lost cards of several Ugandans.
The National Identification cards are official documents issued by the government of Uganda with details of each and every Ugandan.
Ms Obitre-Gama’s job has been long on the line after Gen Odong publicly criticized the agency in February this year over the late issuance of National IDs.
“If I apply for an ID, how long should I take before I receive it? I would like to encourage you to focus your mind on the improvement of the business processes in order to improve the turn around,” Gen Odong said then
Now, in a letter dated May 18th 2020, President Museveni indicated that it is high time a new executive director is sought to take the institution forward.
“I have been informed that The contract of The current
Executive director is due to expire .given the problems faced by NIRA
especially relating to the issuance of the National Identity Cards ,there is a
need to identify anew executive director preferably with a legal or information
I am therefore directing you to work with the board of directors of NIRA and identify a suitable candidate .consult me before a final decision is reached on the matter.” Museveni wrote.
In 2018, Obitre-Gama was investigated by both Police Criminal Investigations Department and Parliament on fraud allegations
