IGG interdicts Luwero Town Clerk over abuse of office

The Inspector General of Government (IGG), Hon. Beti Kamya Turwomwe has ordered the Luwero District Chief Administrative Officer (CAO), Mr. Innocent Asaba Birekeyaho to interdict the district Town Clerk Ms Lydia Nabaasa over alleged abuse of office.

In a statement released by the IG, several complaints have been raised against Nabaasa in the IG’s office which include Irregular disposal of land belonging to the Town Council and construction of an illegal structure on the said land, failure to execute council projects to completion which included road works and Bribery and extortion by Nabaasa.

According to investigations so far carried out by the IG’s offices, the land at the Luweero taxi park belonging to the Town Council was grabbed by one Mr. Ronald Luyinda who put up a structure without the requisite building plans/permission from the Town Council which contravenes Section 33 of the Physical Planning Act, 2010.

In addition to that, Nabaasa was informed of the illegal construction but did not adequately
intervene and the building was built to completion.

“The illegal developer was fraudulently assessed for property tax by the Town Council. He went ahead and paid property tax for the said property belonging to Luwero Town Council
under the watch of the Town Clerk” the statement reads.

Furthermore the structure is currently occupied yet Mr. Luyinda doesn’t have an occupation permit certifying that the building is safe for use, his actions contravened Section 44 of the Building Control Act, 2013.

“Though UGX 40,589,200 and UGX 18,912,800 were paid to M/s Elton, Construction Co. Ltd for the supply of construction materials for works on Nalongo,– Ssemwogerere roads respectively, the works on both roads have stalled. However, the supplier of materials claims that UGX 15,000,000 was taken by the Town Clerk hence he could not procure the required materials to complete the roads” the statement reads.
According to the interdiction, during the investigation period, Ms. Nabaasa shall not be allowed to travel outside the country without express permission from the CAO nor access all office premises unless she is summoned by IG to respond to some issues which may be raised during the course of their duties.
She has also been asked to hand over all the government property in her possession to
the Ag. Senior Assistant Town Clerk, however, she will receive half pay of her basic
salary.
