Last week was awash of videos of Julius Katongole also known as Mumiransanafu being held captive by a group of men who immediately narrated that the Rubaga based politician is among others, a criminal who also allegedly rapes women.
In the same video, Katongole was accused of peeping at women when bathing an act said to be criminal.
His previous imprisonment at Kitalya Government Prison would beef up a narrative that the National Unity Platform Politician had a record of criminality in the same field.
However, no where does thee video establish how and when Katongole engaged in such criminal acts, including peeping at and raping women. In the video, the politician is seen struggling with those who held him captive for release, while asking him who he is.
“There is no evidence that he was doing any of the things being claimed by the narrators of the video. So how could they have come to such a conclusion if they saw him peeping but only chose to find him somewhere else for humiliation,” asked Hassan Ismail, a private investigator in Kampala.
In one of his first responses to the viral video, Katongole indicated that he is being witch hunted by a number of people at home and abroad who want to soil his reputation.
The Politician said, his repute is being soiled because of the politics like it were in 2020 when he was arrested for allegedly raping an upcoming artist and taken to Kitalya prison.
“If it is true, he was raping or peeping, can we have a witness to testify or even a testimony to be shared? its not just about a police reference but evidence being shared to make people believe of the arnormalies,” says one of the residents in Kabowa, a suburb in Rubaga city division.
In 2020, Katongole was arrested by Police in Katwe, another suburb in Kampala on allegation that he raped an up coming artist identified as Princess Aisha. He was paraded before court and later remanded for eight months at the Kitalya prison facility.
Well as he was released without conviction, the Politician claims it was an inside job orchestrated another Politician who thought he would be a viable competitor for an MP slot in the area.
There are allegations that the arrest and later imprisonment was meant to deter him from contesting for the slot. He was released after intensified after his lawyers started demanding for his release.
Article 123 of The Penal Code Act Chapter 120 provides for a definition of rape stating that any person who has unlawful carnal knowledge of a woman or girl, without her consent has committed rape. A person who has unlawful carnal knowledge with her consent, but the consent is obtained by force, means of threats, intimidation of any kind, or by fear of bodily harm also commits the felony of rape.
Rape also includes false representations as to the nature of the act, or in the case of a married woman, by personating her husband. A person who commits rape is liable to suffer death. Any person who attempts to commit rape commits a felony and is liable to imprisonment for life with or without corporal punishment.
For all this time, there isn’t any evidence produced pinning Mr. Katongole on any rape or defilement allegations, despite the intensified publicity. In his latest post, the politician said, he will not be deterred from working for a society he lives in and is now seeking to take 50 children of political prisoners to school.
